Description:
This is a developmental entry level position. All duties and responsibilities are identical to those described at GS09 level in a developmental capacity. Conducts technical forestry studies involving the department’s testing and demonstration of new techniques concerning the most economical methods of selling or harvesting timber. Develops and prescribes rules for the use of the forest and to prevent fire risks, injuries to those scaling and removing forest products, damage to woods, roads, and installation property. Recognizes and identifies all endangered species that have been listed in the area of project responsibility. Plans and coordinates all forest products harvesting to comply with the Endangered Species Act and the Best Management Practices (EMP’S) for wetlands. Plans and organizes work to provide for the inspection and administration of an assigned group of timber and pine straw sales contracts. Recognizes potential hazards of a harvesting-operation to the aesthetic values of high-use area. Recommends methods of disposal and participates in developing invitations for bids. Schedules, coordinates and conducts inspections and other required inspections of real property at civil works projects. Inspect property, lands, buildings then compile individual reports for each inspection. Provide descriptive information such as rental location, conditions of area and analysis of use based on factors obtained by observation.-------SPECIALIZED EXPERIENCE: Applicants must possess knowledge and/or experience in reforestation techniques and procedures. Incorporating specific written specifications in timber harvesting sales agreement. A limited knowledge of forestry-related disciplines such as hydrology, soils, plant pathology, entomology and wildlife habitat management. Knowledge of commonly applied real estate principles at GS04 level of experience. BASIC REQUIREMENTS: (1) Applicants who meet the basic requirements described in the individual occupational requirements are fully qualified for the specified entry grade GS05. (2) Degree: forestry; or a related subject-matter field that included a total of at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours of course work were in forestry. The curriculum must have been sufficiently diversified to include courses in each of the following areas: (a) Management of Renewable Resources--study of the science and art of managing renewable resources to attain desired results. (b) Forest Biology--study of the classification, distribution, characteristics, and identification of forest vegetation, and the interrelationships of living organisms to the forest environment. (c) Forest Resource Measurements and Inventory--sampling, inventory, measurement, and analysis techniques as applied to a variety of forest resources. OR (3) Combination of education and experience--courses equivalent to a major in forestry, or at least 30 semester hours in any combination of biological, physical, or mathematical sciences or engineering, of which at least 24 semester hours were in forestry. The requirements for diversification of the 24 semester hours in forestry are the same as shown in A above, plus appropriate experience or additional education. ICTAP: Surplus or displaced Federal Civil Service employees must be rated well qualified in order to be considered under the ICTAP programs. In order to be rated well qualified for this position, you must receive a rating of 90 or above, excluding veterans preference, if applicable.
