Other: | Education: Graduation from an accredited college or university with a BA or BS degree in either aqautic biology, fisheries science, environmental science, zoology (aquatic emphasis), ecology (aquatic emphasis), toxicology (aquatic emphasis), or a related discipline. Preferred Education: Graduate degree from an accredited college or university in fisheries science or related biological science.
Experience: (1) NRS I: no experience required; (2) NRS II: one year of relevant experience related to the specific duties of the position; (3) NRS III: two years of relevant experience related to the specific duties of the position; (4) NRS IV: six years relevant experience related to the specific duties of the position; (Relevant experience is defined as related to the duties of the specific position as determined on a case by case basis). Acceptable Substitution: (1) A Master's degree from an accredited college or university may substitute for one year of the required experience; (2) A Ph.D. degree from an accredited college or university may substitute for two years of the required experience.
License/Certifications: Must possess or be able to obtain, within thirty days of employment, a valid class "C" Texas driver's license. Must complete, within 120 days of employment a forty hour Hazwhopper Training. Note: Retention of position is contingent upon obtaining maintaining required license and successful completion of the training program.
Selection Criteria:
Knowledge, Skills and Abilities: (1) General knowledge of relevant state and federal laws and regulations dealing with water pollution and hazardous wastes; (2) Knowledge of the effects of contaminants on fish and wildlife; (3) Knowledge of state and federal regulations governing cleanup criteria and standards in Texas; (4) Knowledge of ArcView 3.3 or other mapping software desirable; (5) Working knowledge of fish identification and benthic macroinvertebrate identification; (6) Working knowledge/skilled operation of field methods, equipment, and data analysis for assessing ecosystem damage; (7) Skill in using desktop computers and ability to use MS Office Suite; (8) Skill with safely trailering, loading, launching, and operating boats; (9) Ability to design and implement water quality/biological/contaminant monitoring studies; (10) Ability to interpret scientific and technical reports with a high level of professionalism; (11) Ability to prepare and make written and oral presentations to a variety of audiences; (12) Ability to critically review and edit scientific reports; (13) Ability to work with the public, governmental agencies, and others in a tactful, diplomatic, and professional manner; (14) Ability to conduct professional meetings; (15) Ability to perform minor motor repairs is valuable; (16) Ability to work independently as well as direct others when needed to gather accurate and defensible data.

Description: | Performs advanced environmental impact assessments, biological assessments, and contaminant investigations dealing with impacts to state natural resources. Work involves investigating fish kills and pollution complaints within region assignment and other areas of the state as directed; conducting or obtaining field or laboratory tests; and analyzing, evaluating and reporting results in regard to the impact on natural resources. Plans, assigns, and coordinates the work of others for the investigations and assessments. Participates in the department Kills and Spills Team including goal setting, training, procedures development, and timely and accurate entry of information into the Kills and Spills database. Represents the department in technical workgroups and committees. Seeks civil restitution from responsible parties for appropriate fish and wildlife kill events including evaluating extent of the natural resource injuries, estimating the monetary value, and seeking, overseeing, and implementing appropriate projects for the responsible party to compensate for the damages caused. Represents the department at meetings and committees on water quality and quantity issues for the region as assigned. Reviews and evaluates environmental assessments and permits for department comment, as assigned. Designs and conducts studies and monitoring projects to address special issues and problems. Prepares and conducts presentations, reports, and publications on job related issues. Responsible for maintenance, upkeep, and safe operation of work facilities and laboratory and field equipment. All positions perform additional duties as assigned and complies with all agency, division and branch rules, regulations and procedures.
