INTRODUCTION MODULE(1)
[Note: The following 2 paragraphs are introductory material about NSRE 2000 and are not part of the survey.]
BACKGROUND: NSRE 2000 will be the seventh in the Federal Government's on-going series of U.S. National Recreation Surveys. As we enter the 21st Century with its promise of dramatic social and economic change, it is ever more imperative that the evolution of outdoor recreation markets be closely monitored for sustained demand trends and emerging shifts that may signal needed adjustments in public land policies, entrepreneurial investments and collaborative management strategies. NSRE 2000 will provide in-depth, science-based coverage of the American public's demand for outdoor recreation and the social, economic and environmental factors driving demand shifts.
DESIGN: NSRE 2000 will be an in-the-home phone survey of 40,000 households across all ethnic groups throughout the United States. Modules of questions covering outdoor recreation participation, demographics, household structure, lifestyles, environmental attitudes, natural resource values (for example, concerning Wilderness), constraints to participation, participation styles, and attitudes toward management policies will be designed to examine how outdoor recreation and concerns for the environment play out in people's lives. The survey is scheduled to begin March 1, 1999, and run over the course of 12 months through February 2000. Analysis will proceed as data are being collected to produce periodic reports on survey results that are of interest to participating organizations and the outdoor recreation and natural resources communities at large. In particular, NSRE 2000 will serve FS needs for Results Act Strategic Planning, forest plan revisions, constituency identification, monitoring, and science advancements.

NOTE: THIS SECTION IS NOT YET DEVELOPED. Two things, we need to identify which activities we need this detail on and second, we need to narrow down what needs to be asked.
LAST TRIP PROFILE MODULE
(NOTE: A decision protocol will be needed to guide selection of only one activity for a respondent who took primary purpose trips for more than one activity during the past year. An individual who took primary purpose trips for a single activity only will automatically be asked Last Trip questions about that activity. The Last Trip Profile Module is asked for one activity only. If the respondent answered the trips questions for more than one activity, some sort of allocation of the sample will be needed to assure a good distribution of trip samples across the various activities. Depending on performance during piloting, the preferred strategy, in lieu of allocating sample proportions among activities, would be to have the CATI program list all activities for which the respondent took a trip and randomly draw just one of the listed activities. Then, we would ask only about the most recent trip for the randomly selected activity, or about the only trip in the case where the respondent took just one trip for that activity during the year. This strategy would ultimately load samples of last trips onto the more popular activities. To better distribute the sampling somewhat, we could set an upper limit of samples for any given activity, which once reached, would trigger elimination of that activity from individual activity listings, unless the "filled" activity was the reason for the only trip a person had taken in the previous 12 months.

Interviewer Read--The Wilderness Act of 1964 allows Congress to set aside certain undeveloped federal lands for preservation in their natural, wilderness condition. Once set aside under the Wilderness Act, these lands cannot be used for some purposes, such as timber harvesting, developed ski resorts, or highways, because these uses would alter the natural conditions being protected. Together, the areas across the country that Congress has designated as Wilderness make up the National Wilderness Preservation System.
